Michael Oas holds two National Vice President roles at Maximus Canada. He has led Solutions since March 2023 and also leads the company's Defence and Public Safety division.
In Solutions, Mr. Oas brings together Maximus technical and business expertise to meet client needs with modern solutions. The defence mandate draws on that same foundation, applying public sector capability the company has built over years of Canadian government delivery to the needs of the Canadian Armed Forces and public safety organizations.
The two roles are deliberately paired. Maximus Canada's defence work is non-kinetic: the company brings data, technology, and services rather than weapons systems. Its contribution is in the people, services, and systems these organizations depend on, including recruitment and member services, contact centre and service desk modernization, data and knowledge services, and health administration through Medigent. Holding both portfolios empowers Mr. Oas to move the company's core capabilities and its defence offerings together, so the division builds on what Maximus already does well.
A creative problem solver, Mr. Oas has over 25 years of industry experience in business transformation. He works closely with Maximus teams internationally, bringing global delivery experience to Canadian clients with a Canadian approach. He has led multiple public cloud implementations for the Province of Ontario and federal departments, including Statistics Canada. Through digital transformation work with the Province of Ontario, he developed business and solution architecture and introduced Agile and DevOps delivery practices that improved citizen-facing service delivery, with initiatives across the Ministry of Natural Resources and Forestry, Ministry of Transportation, Treasury Board Secretariat, Solicitor General, and Ministry of Public and Business Service Delivery.
His connection to defence is personal as well as professional. Mr. Oas began his career with twelve years in the Canadian Armed Forces, serving in both the reserves and the regular forces, completing two tours in the Balkans, and retiring from the Royal Canadian Air Force with the rank of Captain. That experience informs how he approaches this market, with a firsthand understanding of the institutions and the people who serve in them.
Mr. Oas holds a Master of Organizational Change Leadership from Royal Roads University and a Bachelor of Science, combined major in Space and Computer Science, from Royal Roads Military College.
